DESIGN REVIEW MINUTES          
PLANNING AND ZONING COMMISSION
OCTOBER 12, 2011


A Regular Session Meeting of the EAST HARTFORD PLANNING AND ZONING COMMISSION was held in the Town Council Chambers, 740 Main Street, East Hartford, Connecticut on October 12, 2011.

CALL TO ORDER

The meeting was called to order at 5:24 p.m.

Also Present:
Michael Dayton, Town Planner
Denise Horan, Town Engineer

Chairman Anthony Kayser declared a quorum present. Chairman Kayser stated that Mary Whaples would be voting in place of Peter Bonzani and be Acting Secretary. Additionally, Chairman Kayser stated that the Commission would be voting with four members.

SITE PLAN MODIFICATION APPLICATION – 133,195,211 Riverside Drive, Installation of an eight foot wide concrete sidewalk, benches, sculpture pads and lighting to an existing educational facility.
Applicant: Goodwin College


Upon a motion by John Ryan, seconded by John Grottole, the Commission Voted (4-0) to Approve the above Site Plan Modification Application with the following conditions:

1.      Final plans are to signed and sealed by the professional engineer or surveyor licensed in the State of Connecticut that is responsible for the work.
2.      Final plans and fixed line mylars are to be signed and sealed by the professional engineer or land surveyor licensed in the State of Connecticut that is responsible for the work.
3.      Provide separate plans for each application and label them accordingly.
4.      Add a planning and zoning site plan approval block on each sheet of the plan set.
5.      On sheet SP-1, provide on the plan grading information for the proposed concrete sidewalk.
6.      On sheet SP-1, add coordinates or layout dimensions to the layout tangents of the sidewalk and add a benchmark to the plan.
7.      On sheet SP-1, provide layout dimensions for all proposed improvements.
8.      On sheet SP-1, add a soil stockpile to the plan.

SOIL EROSION AND SEDIMENTATION CONTROL APPLICATION –133,195,211 Riverside Drive, Installation of an eight foot wide concrete sidewalk, benches, sculpture pads and lighting to an existing educational facility.

Upon a motion by Mary Whaples, seconded by John Ryan, the Commission Voted (4-0) to Approve the above Soil Erosion and Sedimentation Application with the following conditions:

1.      Final plans and fixed line mylars are to be signed and sealed by the professional engineer or land surveyor licensed in the State of Connecticut that is responsible for the work.
2.      Provide separate plans for each application and label them accordingly.
3.      Provide NRCS soil types on the plan per section 217.3.c.2 of the zoning regulations.
4.      Provide a soil stockpile location and proposed grading information on the plan.
5.      Provide a signature block per section 217.6 of the zoning regulations

SITE PLAN APPLICATION – 487 Burnside Avenue, Façade alteration and dumpster pad & fence enclosure to an existing retail building.
Applicant: Muhammed Shahid

Upon a motion by John Grottole, seconded by John Ryan, the Commission Voted (4-0) to Approve the above Site Plan Application with the following conditions.

1.      In evaluating this application, the Planning and Zoning Commission has relied upon   information provided by the applicant and, if such information subsequently proves to   be false, deceptive, incomplete, and / or inaccurate, this permit shall be modified suspended or revoked.
2.      Final plans and fixed line mylars are to be signed and sealed by the professional engineer or land surveyor licensed in the State of Connecticut that is responsible for the work.
3.      Provide a planning and zoning site plan approval block and engineering inspection note on the site plan drawing.
4.      Add a note to the plans specifying that all disturbed areas are to be restored with 6” of topsoil and turf establishment.
5.      Add a note to the plans specifying that all excess soil is to be removed and disposed of off-site.
6.      Add layout and overall dimensions to locate and construct the proposed dumpster enclosure and concrete pad.
7.      Add a note to the plans specifying where bituminous driveway is proposed.
8.      Revise the bituminous driveway cross section to consist of a minimum of 3” of bituminous concrete in two lifts.

REVIEW OF CORRESPONDENCE

•       Correspondence from Mr. Sergei A. Gerasimov dated 10-5-2011 regarding interior window coverage requirements for liquor stores.

Commission reviewed correspondence with Mr. Sergei A. Gerasimov.  After much discussion it was the consensus of the Commission to have staff review adjacent town’s zoning regulations on window signage, check the status of current cease and desist orders regarding this issue and report back at the next regular meeting.

REVIEW OF DRAFT ADULT DAYCARE REGULATIONS

Staff reviewed with the Commission a proposed adult day care zoning regulations. Staff indicated that the current zoning regulations do not specifically address adult day care. It was recommended by staff that the zoning regulations be amended to possible allow adult day care facilities by special permit in zones which allow convalescent homes by special permit. It was the consensus of the Commission to consider such a text amendment.
